GET /v1/pipeline
Legislative pipeline: bills/laws by stage across CIS+ (what is changing in law now)
Tracks the legislative lifecycle beyond the enacted corpus: introduced → readings → chambers → signed by head of state → published → in force. Each bill carries provenance (official publisher / parliament tracker) and, when matched, a link to the affected code in the corpus. Daily-refreshed.
